Penny Woolcock's film re-imagines the Bible book of Exodus set in Margate in the near future. Bernard Hill stars as Pharoah Mann, a right-wing politician who sets up a ghetto to segregate all the people that he considers a blight on society, such as petty criminals, alcoholics, tramps, drug addicts, asylum seekers and refugees. When his adopted son, Moses (Daniel Percival), enters the ghetto as an adult he discovers the identity of his real father: a refugee who was put in the ghetto 20 years previously - and begins a war with Pharoah to set his people free.
