It is London 2009 and crime in the capital has escalated to worrying proportions, with drugs, extortion and the buying and selling of human organs a major concern. Even the police are trying to play it down, especially Chief Inspector Duggan (John Benfield), who has been hell bent on getting the city's top crime baron Christian (Gary Olsen) behind bars. Christian is just 24 hours away from the biggest deal of his life, a global merger with his American counterpart Miss Lloyd, but Duggan has a vital witness to a mob murder which could threaten Christian's control of his empire.
