In 1947, Israel struggles for independence as the European Jewish survivors of Nazi death camps migrate to new lands. Leader of the Haganah Ben Canaan (Paul Newman) employs moderate methods to ensure his people's rights. While he battles to gain partition in Palestine, a romance develops between him and Kitty Fremont (Eva Marie Saint). Meanwhile, the journey of the Jews on the vessel Cyprus is halted when they are blockaded by the British in Cyprus harbour.
