A pair of novices take on the old guard at City Hall in director Stephen Gyllenhaal's political comedy, based on real events. Convinced that he can help re-energise the centre of the city with his support for an urban monorail, idealist Grant Cogswell (Joel David Moore) decides to run for office against wealthy local councilman Richard McIver (Cedric the Entertainer), who is proposing an alternative, and more costly, rail system. Enlisting the help of his unemployed journalist friend, Phil Campbell (Jason Biggs), the pair, with their distinctly unique, not to say wacky, approach to the art of campaigning, set out on the campaign trail and soon realise that their message hasn't fallen on stony ground.
